The study examines the inclusion of national and universal values in the fiction of the Azerbaijani writer Isa Mughanna. Considering the artistic heritage of Isa Mughanna, it can be noted that the writer from time to time reflected his own codes of fate in all his works. As is known, the first period of Isa Mughanna's work was mainly devoted to the war period and the difficulties it brought. Writer presented to the reader what he saw and experienced in the form of artistic images that he witnessed. The autobiography of the author is evident in the images of Nuru and her brother Shovkat Tahirli, depicted in the novel “Dry Branch”. Shovkat Tahirli was a militant figure who fought against an unjust society. In his later novel, “Tragedy”, the author again creates the impression that he himself is speaking through the character of Zalimkhan. In “Ideal” and the works written after it, avtor emphasizes more humanistic ideas. Although the novel “Ideal” does not reflect the autobiographical fate of Isa Mughanna as a whole, certain biographical elements are felt in this work. The Oder language and the science of SafAg occupy one of the main places in “Ideal” and subsequent works. In the novel “GurUn”, written during the years of independence, the writer brings to life the artistic images of the Azerbaijani poet Nizami Ganjavi and the ruler of the state of Eldaniz, Muhammad Jahan Pahlavan. Along with his own biography, the author also reflected the images of historical figures in his works from time to time. In general, there are many moments in the artistic heritage of Isa Mughanna that have universal human significance. Throughout his work, the writer mainly relied on his own codes of fate.
